Mafeking Precinct, February 2017 Project Update

The Mafeking Square Precinct Upgrade works are well underway. We thank you for your patience, as we appreciate that these works are highly disruptive.

In the coming fortnight the contractor will continue in the centre median of Ireland Street, with the aim of opening up the newly aligned north bound traffic lane by the end of next week. This work will require the temporary deviation of this traffic lane onto the footpath towards the Uniting Church, as shown in the attached image. During the temporary deviation, traffic will be slowed to 20 km/hr, so please travel slowly and obey all road signage.

This deviation should not be used by high or long vehicles such as buses, caravans and large trucks. Large vehicles will be detoured down Railway Avenue or Cobden and Wills Street. Please also note that the north bound lane will be closed between 7 am and 10 am on Monday morning, so that the temporary deviation measures can be put in place.

Demolition and construction of the area inside the roundabout has commenced and will be ongoing over the next fortnight.

There have been some unforeseen delays in the area on the east side of Ireland Street, between the NAB and the Op Shop (Shop 26), due to complications with existing services. This component of the works is therefore slightly delayed.

Traffic and pedestrian management will continue to be in place to control access to the shops, so for your own safety, please comply with all signage and do not enter the construction areas.

There will be increased noise, heavy vehicle traffic, disruptions and detours in the Bright town centre throughout the duration of the works. We anticipate that the works will be complete by Easter 2017. We encourage you to park in the Burke Street, Wills Street and Senior Citizens Centre off street carparks for the duration. We will provide regular project updates via email, our Facebook page and website.

We understand these works will cause inconvenience and thank you for your patience during this time.

Mafeking Precinct, December 2016 Project Update

Council is pleased to advise that award of the Mafeking Square Precinct landscape and civil works construction contract was approved at the December Council meeting to experienced contractors Excell Gray Bruni. The project can therefore commence on Monday, 30 January 2017 as planned, with the aim of being completed by the Easter long weekend 2017.

Please note that there may be some variations to the works during construction, which will result in differences between the constructed works and those detailed on this plan.

Mafeking Square Precinct, November 2016 Project Update

On Monday, 31 October, the Hume Regional Director of Regional Development Victoria, Matt Nelson, visited Bright to announce that the Bright Alpine Better Places Project has received a $500,000 funding injection from the State Government. This funding has been made available through the Victorian Government’s Regional Jobs and Infrastructure Fund and is a very significant and welcome contribution to the project.

Since August, the following works have been completed or are underway:
- Documentation of the Bright, Stage 1 landscape and road works
- Tendering of the landscape and road works
- Tendering of the custom made street furniture
- Stakeholder and authority engagement

We are still aiming to award the contracts for the landscape and road works, as well as the custom made street furniture in early December 2016. At that time we will have a preliminary construction program, so it is our intention to hold an information session in December to seek feedback on the proposed program and to present the plans for construction. It is still anticipated that the majority of the construction works will occur in February and March 2017.

Mafeking Square Precinct, August 2016 Project Update

In July 2016 Council adopted a budget of $1,440,000 (Grants $476,000 & Alpine Shire Contribution $964,000) to undertake the Bright (Stage 1) – Mafeking Square Precinct works. Work has commenced with the following already completed or underway:
- Design consultants appointed to document Bright, Stage 1 & Porepunkah works
- Subsurface utility location & mapping
- Arboricultural reporting
- Geotechnical investigations & reporting
- Heritage investigations
- Stakeholder & authority engagement commenced

We are currently working to complete documentation of the works in order to tender the construction works later this year. At this stage it is anticipated that the majority of the construction works will occur in February and March 2017.

Detailed Concept Designs

Alpine Better Places

Council commenced its Alpine Better Places project in early 2015, with the aim of delivering detailed concept designs for priority projects in each of the town centres of Porepunkah, Bright and Myrtleford. The project progressed well through its first three phases including two rounds of community consultation. Council and community input was sought in March to prioritise projects in each of the townships. Council and community feedback was then sought on the preliminary concept designs in June and their visions for each town have been included on the draft detailed concept designs.

The proposed streetscape improvements were outlined in the Draft Detailed Concept Designs which went on public exhibition in late 2015. At the March 2016 Council Meeting, following consideration of all comments and submissions received, Council determined to adopt both the recommended responses to the formal submissions and the Final Detailed Concept Designs for Myrtleford, Porepunkah and Bright, completed under Alpine Better Places.
